Commandment is to love YOUR enemies, your personal enemies, not Gods enemies. Love your neighbor is referencing leviticus, which is commanding to love your fellow brother and sister under God.
This is difficult because most sermons and intepretations in the modern world of this regard the people we see as our enemies, but really aren't, fellow civilians who might just have their own interest in mind or act in another way than we see fit. However, REAL enemies have returned, and peace is no longer a guarantee at all, and we face very existential physical and mental threats at their hands
Bless those who persecute you; bless and do not curse them. Rejoice with those who rejoice, weep with those who weep. Live in harmony with one another; do not be haughty, but associate with the lowly; never be conceited. Repay no one evil for evil, but take thought for what is noble in the sight of all. If possible, so far as it depends upon you, live peaceably with all.
